"HOW TO CURB THE DEADLY GUN VIOLENCE IN AMERICA"

Gun ownership in America is based on the legal provisions of the 2nd Amendment of the United States constitution. As of today, it is estimated that there are about 300 million guns in the hands of Americans which is about 50% of all the guns in the whole world. Every day about 20-30 Americans die from gun shots and every year about 10,000 unnecessary and preventable deaths occur as a result of gun violence in America. This nation is heavily divided when it comes to the issues of gun ownership and gun control. The National Rifle Association (NRA) champions the rights of all Americans based on the 2nd Amendment to own all types of guns that include the assault rifles, machine guns and automatic rifles for shooting range practices, seasonal hunting and self defense. The opposition groups want a regulated and a control gun ownership law in America as well as a ban on all types of assault rifles, machine guns and automatic rifles.

To successfully curb these rampant gun violences in America in 2012, this nation will need a national law that will regulate and control gun ownership. This law must make provisions for the following 3 things if this national problem will be addressed once and for all:

(i) A NATIONAL GUN BUY BACK PROGRAM : The United States government must be ready to buy back at least 200 million guns that are presently in the hands of American citizens through a national monetary inducement program. Every gun owner will be paid $500 for every gun that they decided to turn to the government under this national program. This program will generate about $100 billion that can help the struggling and the slowly recovering America's national economy. These gun owners will have about $100 billion in their hands that they can spend to boost the United States national economy.

(ii) A NATIONAL BAN ON ALL ASSAULT RIFLES, MACHINE GUNS AND AUTOMATIC RIFLES: These categories of guns are not needed for the three traditional reasons for owing a gun in America, namely, for shooting range practices, hunting and self defense. Most of the reported mass killings or shootings in the United States in the last 10 years occurred through the use of these powerful guns that have the ability to shoot around 100 rounds of ammunitions continuously before they are reloaded again for more shootings.

(iii) A NATIONAL MENTAL HEALTH TREATMENT AND MENTAL EVALUATION PROGRAM UNDER THE OBAMACARE : The national statistics in America indicated that most of the mass shooters suffer from untreated or undiagnosed mental illness that primarily motivated those brutal mass killings of the innocent and defenseless Americans. The provisions of the Obamacare should be expanded by the act of the US Congress to cover the treatment of all Americans that are suffering from mental sicknesses and for the yearly evaluation of the mental and psychological states of all current gun owners and all new gun permit applicants.
